In addition, there is a structural support rule to consider: -Normally, a guard section must be supported by at least three glass balusters, or the top rail must stay in place if one fails. Without a top rail, the exception kicks in: “A top rail shall not be required where the glass balusters are laminated glass with two or more glass plies of equal thickness and the same glass type when approved by the building official.”   SAFETY GLAZING AND PANEL THICKNESS: Glass must be category 2 laminated tempered or heat strengthened Code requires minimum thickness of 1/4″ for framed glass railings, but for frameless glass the requirement is 2 @ 1/4″ with interlayer which commonly nets out at 9/16″. Exceptions and Variations for Glass Panels Some jurisdictions may allow something as simple as a draftsman call out for “laminated” panels, while others may require load calculations.
